Speaking as someone who had years of casual art experience, then took a 10 year hiatus, I really recommend getting a sketchpad first. I'd recommend Samdoes art, the art school online, or Angel art. Jump paint - specifically designed for manga. I want to get into digital art. But I believe that you can integrate the 50:50 rule by drawing for fun with digital art. You can go as far back as Android 8 and still have everything functional. The most important thing is having fun while drawing, if you do that, the rest will come naturally.
